Azure DevOps offers developer services that enable teams to plan their work, engage in code development, and build and deploy apps. Azure DevOps develops a collaborative culture and set of practices that bring together software engineers, project managers, and contributors.

Note that Azure DevOps Services is a cloud solution, but Azure DevOps Server is essentially Azure DevOps on-premise. That is the primary distinction between the two, as both solutions provide identical functionality.
